Philip Hughes was born in 1895 and educated at St Bede's College in Manchester, Ushaw, Leeds and Louvain. He was ordained in 1920 and spent the next four years in Rome and the United States before returning to Manchester. Between 1934 and 1939,
he worked as the archivist at Westminster. He published numerous works on Catholic history (see below). Hughes was awared awarded honorary doctorates by the University of Louvain and the National University of Ireland and was appointed a Domestic
Prelate by the Pope in 1957.
