Recommendations submitted by Canon Ralph Lever for consideration by chapter
(i) that the dean & chapter, after consulting counsel, agree to issue 21-year leases, for a fine of four years' value, to those tenants bound to Border Service. Tenants wanting such leases to apply in writing, specifying what payment they offer for the benefit of being admitted to the scheme, and these payments to used for the benefit of canons residing in the present year, for those arranging the confirmation of the scheme by the Provy Council, for fabris repairs, financing work for the unemployed, and for providing arms for the defence of the Border. The fines to be divided among canons who reside.
(ii) Applications for leases to be considered by the dean and two canons.
(iii) Residentiaries to have their dividends augmented by annual allocations of tithes.
(iv) Each residentiary to preach not only quarterly in the cathedral but also three times in Northumberland and three times in the Bishopric each year, on pain of a fine of 20/- for each such sermon omitted.
(v) Between 6 and 10 members of chapter, besides the dean, to be resident throughout the year.

The address and date suit the visitation of Durham, see Surtees Society vol.187, pp.28-29, but the style of address, ’Deane Subdeane Chantour Chancellour …’, suggests a single set of injunctions intended for all four cathedrals.

Text of eighteen exceptions by Canons Robert Swift, John Pilkington, Leonard Pilkington and Peter Shawe to the proposed visitation by Bishop Barnes, chiefly because the royal visitation begun in October 1578 has only been adjourned and not completed, two earlier visitations by Barnes have covered the ground already, Barnes is biased by knowing what alleged faults he wishes to investigate without hearing any detecta, all dividing of money and leasing has been statutory and agreed by all members of chapter, and Dean Wilson has instigated the visitation for the sake of revenge not reform
f. 77v     8 Jan [1581]
Letter by Canons Robert Swift, Leonard Pilkington, John Pilkington, Francis Bunny and Ralph Lever to Dean Thomas Wilson asking for his help because various sums of money belonging to the cathedral are in the hands of individual members of chapter, the writers are prepared to pay in such money as they have and they want the other members of chapter to be made to do the same; Canons Bellamy and Naunton are confessedly revealing chapter's deliberations, contrary to the statutes, and, partly as a result, Bishop Barnes is interfering in chapter business
