Correspondence relating to the making of the Weardale Inclosure Bill and earlier related papers.
There were 83 items in the first and 61 in the second. The items were in no logical order and had evidently been collected piecemeal, jumbled up and inclosures separated and parts of some items marked for copying, at some unspecified date. These markers, fixed with pins, have been left. The letters and papers have now been rearranged in approximately chronological order. On each item are two numbers. The one scored out denotes the number in the order in which the item was found. The ringed number denotes the new order. The correlation charts show the order in which they are now, in relation to the order in which they were found.
The correspondence relates mainly to the local politics and other considerations involved in the drafting of the Weardale Inclosure Bill. It does not concern the making of the Award. One of the problems which caused much discussion was the means of compensating the Bishop in the Inclosure Act for his share of the lead ore from the mines leased out by him in Weardale. Earlier fragments of correspondence were, it seems, searched out for consultation in this matter and left, filed with the later letters. The earlier material begins in 1732, but the bulk of the correspondence from item 39 to item 137, dates from between 1797 when this effort (not the first, but the one which succeeded) began and 1799 when the Act was passed.
Continuing efforts to divide Bollihope and Stanhope Commons are illustrated in a few papers of 1800 and in 1805 the question of poor rates to be charged on the Bishop's lot ore was raised briefly. Although there are some months when the letters survive thickly - one every few days and not many missing, there are other periods during the Inclosure business, when it is clear that large sections of the correspondence have disappeared. Some of the inclosures mentioned in the letters do not survive. Some letters have been used for scribbling notes or the clean paper torn off. Many of the letter covers are marked with interesting postal stampings and other annotations.
Besides the main business which occasioned the writing of these letters, the Weardale Inclosure Bill and the relevant treatment of the lead issue, they illustrate incidentally many other facets of eighteenth century life, such as the speed of the postal service and the mobility of Bishop Barrington, his visits to London and to Mongewell House, Oxon., his second wife's family home. The perquisites of the episcopal service are revealed in the matter of the shooting rights at Auckland and in the schooling of Arthur Mowbray's daughter.
The progress of the Weardale Division, following the Act of 1799, is illustrated well in the relevant section of the papers of John Bell, one of the Commissioners, deposited in the Northumberland County Record Office, reference 404/244. Copies of two items, a calculation of rates for the costs of inclosure, based on the number of stints on each moor and an explanation of the length of time taken to accomplish the Weardale division, are to be found at the back of a ring binder in the search room.
